Role Overview
The Deputy Head of Policy (FinTech) will support the Head of Function in leading and managing the development, implementation, and maintenance of the Authority’s FinTech-related regulatory and policy framework. The role involves overseeing day-to-day policy workstreams, ensuring high-quality and timely policy outputs, and acting as a key interface with internal and external stakeholders on regulatory policy matters at both national and EU/international level.
Key Responsibilities
• Oversee and coordinate assigned FinTech policy workstreams, including the development, review, and implementation of regulatory policy under the Markets in Crypto-Assets Regulation (MiCA), the Financial Institutions Act, and other relevant legislative and regulatory frameworks.
• Lead the drafting, review, and maintenance of policy documents, consultation papers, guidance notes, and regulatory interpretations relating to FinTech and digital finance.
• Provide technical and strategic policy guidance to analysts and senior officers on complex regulatory and cross-sectoral policy issues.
• Assist the Head of Function in managing the Policy team(s), including task allocation, prioritisation of workstreams, monitoring delivery against agreed timelines, and ensuring policy coherence and quality standards.
• Mentor, coach, and support team members in developing regulatory policy expertise, analytical capability, and stakeholder engagement skills.
• Act as a primary point of contact on FinTech policy matters for internal stakeholders, other Directorates, Government bodies, and external counterparts, ensuring alignment and consistency across the Authority.
• Liaise with EU institutions, ESAs, international standard-setting bodies, and peer regulators on FinTech and digital finance initiatives, including the transposition and implementation of EU legislation.
• Represent the Authority in internal committees, inter-authority working groups, public consultations, and external meetings at local, EU, and international level, as required.
• Actively contribute to the strategic positioning of Malta as a FinTech jurisdiction by supporting the Head in shaping forward-looking, proportionate, and innovation-friendly regulatory policies.
• Support the identification of regulatory gaps, emerging risks, and market developments, proposing policy responses and enhancements to the regulatory framework.
• Contribute to the setting of functional objectives and policy priorities alongside the Head and Executive Committee, ensuring alignment with the Authority’s broader strategic goals.
• Undertake delegated cross-functional, policy, or strategic projects, ensuring timely, high-quality, and effective delivery.
• Step in for the Head of Function where required, ensuring continuity of policy leadership and decision-making.
About You
We are looking for candidates with solid academic background which may be considered as relevant to this post. The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.
You will also possess a minimum of six (6) years working experience in a senior level role. Candidates with longer working experience relevant to the role will be preferred. If you do not have the necessary academic or professional qualifications but you have at least ten (10) years of relevant work experience in a senior role, we would still be interested in speaking with you.
