About the Department
The FinTech Supervision Function within the Supervision Directorate of the MFSA is responsible for the supervision of the Virtual Financial Asset and Financial Institutions sectors in Malta as well as providing cross-sectoral expertise on digital finance and FinTech-related policy and supervisory initiatives. The Function is also responsible for the development and implementation of the MFSA FinTech Strategy and Regulatory Sandbox.
Role Overview
The Deputy Head of Authorisations (FinTech) will support the Head of Function in leading and managing the licensing and authorisation processes under the Virtual Financial Assets Act and Financial Institutions Act. The role involves overseeing day-to-day operational aspects of the team, ensuring high-quality execution of authorisation workstreams, and acting as a key liaison with applicants, regulated entities, and other stakeholders.
Key Responsibilities
• Oversee and coordinate assigned authorisation workstreams under the Virtual Financial Assets Act and Financial Institutions Act.
• Review and assess applications, ensuring compliance with legal and regulatory requirements.
• Provide guidance to analysts and senior officers within the team on complex applications.
• Assist the Head of Function in managing the Authorisations team(s), distributing tasks effectively, monitoring performance against KPIs, and ensuring operational efficiency.
• Mentor, coach, and support team members in developing technical and professional skills.
• Act as a point of contact for applicants and licence holders, providing clarifications, reporting findings, and addressing issues in a timely manner.
• Liaise with other Directorates and Governmental bodies to ensure consistency and alignment in regulatory processes.
• Represent the Authority in internal working groups, consultations, and when required, in external meetings at both local and EU/international levels.
• Actively promote FinTech-related initiatives within the Authority, supporting the Head in strengthening Malta’s FinTech regulatory framework.
• Provide input into the development of procedures, guidance notes, and policy initiatives related to FinTech authorisations.
• Contribute to the setting of functional objectives and goals alongside the Head and Director.
• Undertake delegated supervisory or project-based tasks, ensuring their timely and effective delivery.
• Step in for the Head of Function where necessary, ensuring continuity of operations.
About You
We are looking for candidates with solid academic background which may be considered as relevant to this post. The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.
You will also possess a minimum of six (6) years working experience in a senior level role. Candidates with longer working experience relevant to the role will be preferred. If you do not have the necessary academic or professional qualifications but you have at least ten (10) years of relevant work experience in a senior role, we would still be interested in speaking with you.
