Overview

About the Function

The Procurement Function at the MFSA is responsible for all aspects of public procurement and contract management activities across the Authority. The Function is entrusted with ensuring that procurement operations are legally compliant, commercially sound, operationally efficient, and aligned with the MFSA’s strategic objectives and public sector values.

The Function works closely with other MFSA departments and external stakeholders, acting as a central advisory and operational hub for all matters relating to sourcing, tendering, contracting, and supplier performance.

About the Role

As Head of Procurement, you will lead and shape the Function, embedding high standards of governance, strategic foresight, and operational efficiency. You will be responsible for the overarching strategy, structure, and policies governing procurement, while also ensuring seamless day-to-day operations through the leadership of your team.

You will serve as the Authority’s principal procurement advisor and authority-wide lead for public procurement, contract strategy, and supplier engagement. This is a senior leadership role reporting to top management, and your remit will span policy, compliance, delivery, innovation, and transformation.

As a Head within the Procurement Function you will be expected to: 

• Lead the development of the MFSA's Procurement team as a dedicated Function, including strategy, governance frameworks, performance standards, and digital tools;

• Set and drive the vision for procurement operations that reflect transparency, fairness, value-for-money, and regulatory compliance;

• Oversee the effective functioning of the procurement team, including line management;

• Provide strategic guidance to senior stakeholders on procurement risk, contract structuring, and market intelligence;

• Develop, maintain, and enforce Authority-wide procurement policies, procedures, and standard operating models in line with new procurement regulations;

• Act as the Authority’s central advisor and representative on all major tenders and procurements, including those involving complex or high-risk contracts;

• Strengthen the Authority’s approach to contract management, lifecycle planning, and supplier relationship management;

• Oversee the implementation of sustainable procurement practices and digital procurement tools in alignment with national and EU initiatives;

• Represent the MFSA in high-level discussions with other government entities, regulatory authorities, and relevant EU/international institutions;

• Build internal capability by delivering procurement-focused training and promoting a culture of continuous improvement;

• Ensure full compliance with Malta’s Public Procurement Regulations and any other legal frameworks applicable to MFSA’s purchasing activities;

• Serve as Chairperson or oversight lead for high-value procurement boards, review evaluation reports, and ensure audit-readiness;

• Monitor Function performance and procurement plans, reporting progress and challenges to senior leadership.

About You

We are seeking a strategic and forward-thinking leader with deep procurement expertise, a proven track record in public sector contract management, and a readiness to build and lead a high-performing team in a regulatory environment. 

The role calls for an academic qualification in Procurement, Supply Chain Management, Law, Business Administration, Economics, Finance, or a related field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level. A post-graduate degree in a related area would be considered an asset.

You will also possess at least seven (7) years of relevant work experience in procurement in a senior role involving direct oversight of public procurement processes. Candidates with longer working experience relevant to the role will be preferred.

If you do not have the necessary academic or professional qualifications, but you have at least fourteen (14) years of relevant experience in high-level procurement roles, we would still be interested in speaking with you.

The selected candidate will be expected to have deep knowledge of national and EU public procurement regulations, frameworks, and procedures and prior experience leading multidisciplinary procurement teams, ideally in a regulatory, government, or EU body environment.
