About Banking Supervision
The Banking Supervision Function at the MFSA is entrusted with the onsite and ongoing supervision of licensed banks following authorisation. The Function also carries out supervision of Significant Credit Institutions ("SIs") together with the European Central Bank through the Single Supervisory Mechanism ("SSM"). The Banking Supervision team is made up of officials with a banking and economics background, but also legal, accounting and IT professionals to support policy and supervisory work.
Assistant Manager (Banking Supervision – On-site Inspections)
As Assistant Manager within the Banking Supervision Function, you will support the planning, coordination, and execution of on-site inspections on credit institutions. You will contribute both to MFSA-led and ECB-led supervisory work, with increasing responsibility in leading small teams and guiding junior staff.
Key responsibilities include:
• Participating in On-site Inspections: Join joint inspection teams for ECB-led missions on Significant Institutions (SIs), working alongside colleagues from the ECB and other EU supervisors.
• Leading Inspections at Less Significant Institutions (LSIs): Support and, where required, lead inspections on LSIs coordinated by the MFSA.
• Inspection Planning and Execution: Help plan inspection scopes, review relevant documentation, conduct analysis, engage with bank representatives, and contribute to the drafting of inspection reports.
• Regulatory Compliance Monitoring: Assist in assessing banks’ compliance with local and EU regulatory requirements and supervisory expectations.
• Team Coordination and Support: Work closely with inspection team members throughout the inspection cycle, ensuring effective coordination and timely reporting.
• Mentoring and Coaching: Provide guidance to analysts within the team, support their professional development, and act as a point of reference on inspection methodology and processes.
• Stakeholder Engagement: Participate in meetings with banks before, during, and after inspections; represent the MFSA in local or European supervisory working groups where needed.
• Represent the Authority or contribute towards the operation of regulatory committees and working groups operating within the SSM, EBA or similar overseas regulatory bodies and also within the local financial services sector.
• Internal Collaboration: Share knowledge and cooperate with other teams within Banking Supervision and across the Authority.
• Support to Senior Management: Assist the Line Manager and Deputy Head in team management tasks and, where necessary, deputise in their absence.
• Other Duties: You will also be expected to undertake any other duties that may arise depending on the exigencies of Banking Supervision and the Authority.
About You
• The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.
• You will also possess a minimum of 6 years work experience. Candidates with longer working experience relevant to the role will be preferred.
• If you do not have the necessary academic or professional qualifications but you have at least 11 years of relevant experience, we would still be interested in speaking with you.
