Overview

About Banking Supervision

The Banking Supervision Function at the MFSA is entrusted with the authorisation, onsite and desk-based supervision of licensed banks. The Function carries out supervision of Significant Credit Institutions ("SIs"), together with the European Central Bank through the Single Supervisory Mechanism ("SSM"), as well as supervision of all the other banks (Less Significant Institutions or "LSIs") based in Malta. The Banking Supervision team is made up of officials with a banking and economics background, but also legal, accounting and IT professionals, to support policy and supervisory work.

The Role

As Senior Manager you will be assigned to carry out work which will include the following duties:

  • Developing and executing supervisory strategies for LSIs, including recommending supervisory interventions to mitigate risks;
  • Planning and oversight of the supervision of a group of LSIs in line with SSM Supervisory Methodology;
  • Applying the SSM Single Rulebook to all tasks which fall under the indirect oversight of the ECB;
  • Managing the execution of the Supervisory Review and Evaluation Process (SREP);
  • Being the lead contact point for the Senior Executive and Board Members of the banks you supervise;
  • Liaising with the ECB in relation to the supervision of LSIs;
  • Managing a team, providing guidance, leadership and mentoring to more junior members of the team;
  • Playing an active part in the management of the Banking Supervision Function and providing support to or deputising for senior management, including the Deputy Head, when required;
  • Representing the MFSA in industry forums or with external stakeholders; and
  • Other ad-hoc supervision-related duties as may be required.

About You

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or widely recognised qualification at a comparable level. Possession of a qualification in the areas of Banking & Finance, Accountancy, Economics, Engineering, Mathematics, Law or a related subject would preferred.

You will also possess a minimum of eight (8) years prior experience in a related area. Candidates with longer experience relevant to the role will be preferred.  

If you do not have the necessary academic or professional qualifications, but you have at least fifteen(15) years of relevant experience, we would still be interested in speaking with you. 

You will have an advantage if you posses:-  

  • Proven leadership and managerial skills';
  • A broad understanding of the SSM structure and European supervisory framework;
  • Knowledge of the MFSA regulations and law especially those related to the banking sector;
  • Problem solving and analytical thinking experience with the ability to come up with pragmatic solutions in difficult situations;
  • Ability to be polite and assertive when dealing with a variety of stakeholders; and
  • Strong verbal and written communication skills with the ability to influence and negotiate with internal and external stakeholders as may be necessary.
  • Proven knowledge and understanding of the following areas:
  • Solid understanding of main banking risks, including experience in assessment of business model/risks, ILAAP, ICAAP and Recovery Plans; and/or
  • Previous auditing or supervisory experience ;
