Overview

About the Department

The Capital Markets Supervision Function oversees financial markets to ensure investor protection and orderly markets. This is achieved through various policy and supervisory work done at the stages of primary market, secondary market and post-trading.

The Capital Markets Supervision Function’s responsibilities include the processing of applications for admissibility to listing on regulated markets in Malta, the approvals of prospectuses in terms of the Prospectus Regulation, the supervision of the continuing obligations of companies having securities listed on regulated markets in Malta, the supervision of markets to identify any market abuse, the authorisation and supervision of trading venues, central securities depositories and crowdfunding platforms, the supervision of financial and non-financial entities falling under the scope of EMIR and SFTR, the data quality assurance of submissions made under EMIR, SFTR, MiFIR and CSDR, the supervision of administrators, contributors and users of benchmarks in terms of the Benchmarks Regulation and the oversight of activities in terms of the Securitisation Act and the Securitisation Regulation.

The Role

  • Lead, manage and coordinate the work for the supervising and monitoring of continuing obligations of companies having listed securities on Regulated Markets in Malta and/or having obligations in terms of the Capital Markets Rules; 
  • Lead, manage and coordinate the work of Financial Statements examinations in terms of EU legislation; 
  • Manage the team to ensure that workplan and the objectives of the team are achieved in an efficient and effective manner. This includes ensuring that the team keeps internal compliance logs up to date and internal processes are being adhered to; 
  • Liaising and engage with market participants, including company secretaries of listed entities, auditors as well as with MFSA officials and other regulators as may be necessary in connection with issues arising from ongoing supervision; 
  • Take a leading role in implementing and transposing any EU legislation related to continuing obligations of companies having listed securities on Regulated Markets in Malta; 
  • Take the initiative in recommending new rules relating to the respective stakeholders to address market developments and legislative changes in the area of continuing obligations of companies having listed securities on Regulated Markets; 
  • Represent the MFSA on ESMA committees as assigned by the Senior management from time to time; 
  • Lead investigations relating to the possible cases of breaches of the Capital Markets Rules and/or any rules related to continuing obligations; 
  • Coordinate work with other teams and/or functions at the MFSA as necessary; 
  • Mentor, coach and be the point of reference to Senior Analysts, Analysts, Junior Analysts within the team; 
  • You will also be expected to undertake any other duties that may arise depending on the exigencies of the Function and the Authority.

About You

The MFSA is looking for a promising individual seeking growth in the dynamic area of Capital Markets.

The ideal candidate must have a solid academic background in finance, accounting or other relevant field of study at National Qualification Framework Level 6, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level. Also eight (8) years of experience in the area. 

If you do not have the necessary academic or professional qualifications but you have at least fifteen (15) years' experience in a similar related role, we would still be interested in speaking with you.
