The Administration & Facilities oversees and manages the Authority's building management services, centralised travel desk, hospitality, and support and ensures the efficient performance of all function areas.
About the Role
You will be responsible for overseeing the Authority’s procurement operations to ensure efficiency, compliance, and alignment with overall business objectives. This role leads the procurement team, advises senior leadership on regulatory and contract matters, and collaborates with internal and external stakeholders to maintain robust procurement practices in line with public procurement regulations.
As a Deputy Head within the procurement team, you will be expected to:
- Oversee and manage the day-to-day procurement activities of the Authority;
- Update and refine procurement duties to align to and address in case of identified gaps, the Authority’s business management framework;
- Advise senior leadership on contract management matters, Public Procurement Regulations, and to provide guidance to ensure full compliance with all MFSA procurement requirements;
- Maintain and monitor the current Procurement Standard Operating Procedures, ensuring they are rigorously applied across the Authority;
- Keep abreast of new procurement regulations and policies, updating internal processes as needed;
- Lead and support team members throughout all stages of the public procurement cycle;
- Foster a culture of continuous staff development, ensuring ongoing training and professional growth;
- Devise effective sourcing strategies to meet procurement needs;
- Assist Project Managers with their procurement approaches and manage assigned contracts while leading authority-wide contract management;
- Lead or participate in negotiations as necessary to secure favorable terms and outcomes;
- Chair Evaluation Committees for tender awards and review evaluation reports to ensure accuracy and fairness;
- Analyze and report on information obtained from Requests for Quotes, providing insights to guide decision-making;
- Prepare and present the annual Authority-wide procurement plan to senior leadership and relevant government stakeholders;
- Act as the primary liaison with the legal team for procurement appeals or cases, representing the Authority at Boards, Tribunals, and Court sessions as necessary;
- Manage interactions with relevant government ministries, authorities, and entities on procurement matters;
- Create and conduct procurement training programs and initiatives for internal stakeholders;
- Ensure transparency, non-discrimination, and equal treatment in all procurement activities; and
- Undertaking any other tasks or projects as delegated to you in line with the exigencies of the Function and the Authority.
About You
We are looking for candidates with solid academic background in Procurement, Supply Chain Management, Business Management, Economics, Finance, Mathematics, Accounts, Statistics or other related background which may be considered relevant for this post. The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level. A post-graduate degree in a related area would be considered an asset.
You will also possess a minimum of 6 years of experience in a similar role at a senior level. Candidates with longer working experience relevant to the role will be preferred. If you do not have the necessary academic or professional qualifications, but you have at least ten (10) years of relevant experience in a senior level role, we would still be interested in speaking with you.
The ideal candidate should have:
• Strong leadership qualities and behaviours in line with MFSA core values;
• Extensive knowledge/experience in public procurement;
• Effective stakeholder management skills, both internally and externally, at all levels;
• Excellent written and verbal communication skill
