Overview

The Department

The Senior Manager, EU & International Affairs, plays a key role in shaping the financial services regulator’s international engagement strategy. The role involves policy development, representing the organization in EU and international fora and advising senior leadership on international developments that impact the domestic financial sector. The Senior Manager will also be responsible for managing and fostering relationships with key stakeholders, including EU institutions, international standard-setting bodies and peer regulators.

The Role

  • Monitor and analyse EU and international regulatory developments, identifying risks and opportunities for the domestic financial sector.
  • Create & maintain a stakeholder engagement strategy with key stakeholders in order for the MFSA to contribute and influence the shaping of the international regulatory agenda in the financial services sector. 
  • Lead the development of policy positions in response to EU and international regulatory initiatives.
  • Provide expert advice to senior leadership on financial regulatory policies, contributing to strategic decision-making.
  • Coordinate and handle exchange of information requests to and from other regulatory authorities.
  • Represent the regulator in EU and international working groups, meetings, conferences and negotiations.
  • Engage with EU institutions (e.g., European Commission, European Supervisory Authorities, European Central Bank) and international organizations (e.g., Basel Committee, IOSCO, IMF, World Bank) to advocate for the regulator’s interests.
  • Develop and present position papers, policy briefings and consultation responses to key external stakeholders.
  • Build and maintain strong relationships with EU and international regulatory bodies, policymakers, industry groups, and peer regulators.
  • Collaborate with internal teams, including prudential supervision, conduct supervision, legal and economic research, to ensure a coordinated regulatory approach.
  • Engage with regulated entities and industry stakeholders to communicate international regulatory expectations and gather feedback on emerging regulatory developments.
  • Oversee the preparation of briefings, reports and policy papers for senior management and external stakeholders.
  • Conduct in-depth research on global financial regulatory trends and assessing their implications for domestic policy.
  • Develop reports and insights on international best practices in financial regulation.
  • Support in impact assessments of international regulatory changes on the domestic financial sector.
  • Drafting impact assessments where necessary.
  • Assist in the negotiation and drafting of agreements with international regulators and relevant bodies.
  • Assist in the MFSA PR & Communications Strategy.

About You

We are looking for candidates with a solid academic background in International Relations or a relevant area to the role.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level. 

You will also possess a minimum of eight (8) years working experience in the area of international affairs, financial regulation or government policy. Prior experience working in a relevant international organisation/entity and or/managing international relations would be a plus.

If you do not have the necessary academic or professional qualifications but you have at least fifteen (15) years working experience within a relevant area, we would still be interested in speaking with you. 

Key skills and competencies:

  • Strong understanding of international financial regulation, economic policies and global financial markets;
  • Excellent diplomatic, negotiation and relationship-management skills;
  • Ability to analyse complex regulatory issues and provide strategic insights;
  • Strong research, writing and presentation skills;
  • Ability to work in a fast-paced environment and manage multiple priorities.
  • Knowledge of key international regulatory bodies and frameworks (eg FATF, IMF, WTO, IOSCO, Basel)
  • Prior experience working in a relevant international organisation/entity and or/managing international relations would be a plus.
